Response to the Commission's Recast Directives
The European Commission published a proposal for reform of two Directives on 25 November 2021. Directive 93/109/EC concerning the exercise of the right to vote and stand as a candidate in European Parliament elections as a mobile EU citizen and Directive 94/80/EC concerning the exercise of the right to vote and stand as a candidate in municipal elections as a mobile EU citizen.
We, at ECIT Foundation and Voters Without Borders, published a response to these reforms. Although we are optimistic that the Commission has moved to improve the electoral status of mobile EU citizens, we call for the Commission’s proposal to be more ambitious.
We suggest amendments to articles and recommend the inclusion of additional points.
- The establishment of an EU-wide helpdesk to support mobile EU citizens with issues regarding their electoral rights.
- The sharing of best practice among Member States to encourage electoral reform.
- Scaling up partnerships with local authorities and civil society organisations.
