Launch Event of the Cross-Party Group of MEPs on European Citizenship

The event will be held in Strasbourg on 18 June, a symbolic date in a symbolic place. Due to the current situation, this will be a hybrid event, comprising of a few in-person attendees and several connecting online (participants can now register via this link), and will provide international and local participants with insights into the concept of EU Citizenship and how to frame it, as well as how to strengthen European democracy.

Such an event represents the perfect setting to discuss the idea of developing a Statute of European Citizenship, which was already included in the final paragraph of the resolution with Maite Pagazaurtundúa’s own report on the implementation of the Treaty provisions related to EU citizenship, approved by the AFCO committee in 2018.

This year is marked by the Conference on the Future of Europe in which citizens play a vital role and engage in conversation with the EU. In the same way, the cross-party group aims to be an open process and become a forum for bringing together policy-makers, civil society representatives, students and researchers alike.

I. On the Eve of the CoFoE, for the first time ever, an experimental Statute of EU Citizenship will be presented
To respond to a demand made by an early meeting of the MEPs taking part in this group and building on a resolution from the AFCO Committee in favour of consolidating a statute of citizenship alongside the Pillar of Social Rights and the Charter of Fundamental Rights, the ECIT Foundation will present an initial draft for such a statute.

II. What opportunities for European Citizenship in CoFoE?
In the efforts to mobilise citizens and civil society and a recent study of transnational activism by the London School of Economics ahead of the Conference, there has been a clear rediscovery of EU Citizenship and how to make it a more inclusive and developed status. The Commission’s 2020 Citizenship Report which has yet to be debated in the European Parliament could provide a starting point for a discussion between MEPs and citizens.

III. Strengthening European Democracy
Within the Conference, the strand on strengthening European democracy is relevant to the political rights attached to European Citizenship.
